As someone who is year shy of 70, I resent the 'elderly' label. Sounds as if the driver was only imitating John D. Rockefeller who passed out dimes to deserving youth. Yes, in this day, the behavior is strange, but not criminal. Sad that the youth weren't taught to get the plate # on the vehicle. (That might help get someone who shouldn't be driving off the road.) So did the youth keep the money?

Imitating Rockefeller? Deserving youth? Sorry, that's quite a longshot. More likely was a calculated way for a creep to gain the trust of children in the hopes of being recognized as a familiar friendly face. After once or twice a kid might actually walk right up to a van hoping for a buck or a treat - and be given a very unwanted ride! PS: Apparently the children were taught to report such things, and did so.

That's really creepy, I hope ALL the schools were notifed and send an alert to the parents - just in case.
