Township Manager Henry Underhill put in his resignation on March 13.
On March 13 the Township of Scotch Plains held an executive session to discuss personnel matters, which was followed by an open public meeting where it was announced that Township Manager Henry Underhill had put in his resignation. The resolution to accept Underhill’s resignation was voted on by the council with a 4 to 1 vote, in which Councilman Bo Vastine voted no. The reason for Underhill's resignation was not released since it is a personnel matter. This issue will be on the agenda for tomorrow evening’s council meeting as they plan to post the job opening immediately, Mayor Kevin Glover told Patch. Some council members voted against the appointments of new service providers for the Township of Scotch Plains.
Although there was plenty of discussion and two votes no towards the new service providers for the township of Scotch Plains, the council ultimately appointed a new Township Auditor, Labor Relations Attorney and Tax Appeal Attorney at the Jan. 29 meeting. Also on the agenda was the appointment of the Doyle Alliance Group as the 2013 Health Insurance Broker/Consultant but the resolution was tabled until more information was obtained. Both Councilman Bo Vastine and Councilman Mickey Marcus voted no on all three resolutions to appoint the three service providers, both council members felt strongly that some of the previous providers were well versed in the details of the township. The adoption of the 2013 council rules and regulations led to a lengthy discussion by members of the council at the Jan. 29 meeting.
The Scotch Plains council discussed the adoption of four rules and regulations that were not fully followed during the past administration at the Jan. 29 council meeting. Mayor Kevin Glover suggested these regulations before his term began in an effort to create a mores streamlined process. The rules are as follows: According to the Township Attorney Judy Verrone, based on what she has seen in other municipalities it is common for the consent agenda is moved as a block. “I understand the rational behind it,” she added. “I don’t see anything unusual.” Glover added that everything the township is planning to do in terms of rules and regulations is consistent with what other townships have embraced and followed. Beckerman was chosen to fill the vacant council seat left by new mayor Kevin Glover at the Jan. 8 council meeting. Also, the committees that the council members will serve on were announced.
As Kevin Glover took his position as mayor of Scotch Plains, a seat remained empty on the township council. At the Jan. 8 council meeting it was unanimously voted that Louis Beckerman, recent chairman of the Democratic Committee in Scotch Plains, would fill Glover’s seat. Township clerk, Bozena Lacina, swore in Beckerman as he placed his hand on a bible held by his wife. Township attorney Jeffrey Lehrer explained to the public the process in filling a vacant council seat. According to Lehrer, under New Jersey Vacancy law when there is a position of vacancy on a council, the committee of the party of which the mayor was elected has period of 30 days to submit three candidates names to the council. Hurricane Sandy lead most of the discussion at the Nov. 20 Scotch Plains business and conference meetings.
Two and half weeks after Sandy hit Scotch Plains, the Mayor and Council held their first public conference and business meetings where they discussed the storm's impact and what it means for the township. Mayor Mary DePaola announced at the 7 p.m. Conference Meeting and the 8 p.m. Business Meeting that the council will hold a Town Hall Meeting for the public with representatives from PSE&G within the next 2-3 weeks to discuss Sandy. The 7 p.m. conference meeting began with the manager's discussion items, the first being a "Super Storm Sandy Update."
