Just to play a little devil's advocate: it wouldn't matter if the candidates were included, the ordinance does not specify whether or not candidates have to be in the primary, it just specifies sign placement within 45 days of "an" election. Perhaps a more detailed sign ordinance?

Cynic, there are primary elections with opposing candidates on the county and state levels which every township sets up a primary for.

Mike, according to the budget document on sheet 10, the 2012 realized revenue from the project was $274,015.42 and the anticipated revenue for the township is $165,000 in 2013.

HolmdelParent: the article has been edited to reflect more accurate information, I was mistaken to include salaries in what is allowed over the cap. Insurance benefits and pension are included, not salary. The bottom of the article has been edited with extra explanation from the Township CFO.
